The diagram below displays
the variety of options available to Council tenants within the Constituency
of Hodge Hill. Although there are four main stages on this range, it is
important to note the variety of examples that are ‘neither one
nor the other’. Our Hodge Hill has decided to start with setting
up a CBHO Mark 1, partcipative management. It will either stop there or
progress along as the local community determines.

STAY AS WE ARE
Using the Housing Liaison Boards and City Board
to put tenants’ views to the Council.
PARTICIPATIVE MANAGEMENT
Community Based Housing Organisation (CBHO) will
not take legal responsibility for any housing issues but a formal ‘participative’
relationship will be developed with the Council, which will result in
local people and local managers setting local priorities.
DELEGATED MANAGEMENT
The CBHO will take responsibility for certain aspects
of service delivery for Council Homes, including taking on parts of the
housing budget. But overall ownership would remain with Birmingham City
Council.
TRANSFERRED MANAGEMENT
Full responsibility for the management of Council
properties will lie with the newly formed CBHO. Ownership will also pass
to the resident led organisation.
